These Terms and Conditions ("Terms") constitute a legally binding agreement between you ("Player," "User," or "you") and kongph ("kongph," "we," "our," or "us"), the operator of the online gaming platform accessible at kongph.net ("Platform"). By registering an account, accessing the Platform, placing any wager, or utilizing any service offered by kongph, you accept and agree to be fully bound by these Terms, together with the kongph Privacy Policy and any additional rules, game-specific terms, or promotional terms published on the Platform from time to time.

kongph operates under a license issued by the Philippine Amusement and Gaming Corporation (PAGCOR), the government body authorized under Presidential Decree No. 1869 (as amended by Republic Act No. 9487) to regulate and license all gaming activities within the Republic of the Philippines. All gaming activity on the kongph Platform is governed by applicable Philippine law and PAGCOR regulations.

These Terms were last updated on January 1, 2026. kongph reserves the right to amend these Terms at any time. Continued use of the Platform following the posting of updated Terms constitutes acceptance of those changes.

For the purposes of these Terms, the following definitions apply:

• "Account" means the registered player account created by a User on the kongph Platform.
• "Balance" means the aggregate of cleared deposits, credited bonuses, and winnings less all withdrawals and wagers settled, as reflected in a Player's Account wallet.
• "Bonus" means any promotional credit, free spins, cashback, or incentive credited to a Player's Account under the terms of a specific kongph promotion.
• "Game" means any slot, live dealer table, bingo, sabong, sports betting market, or other wagering product made available on the kongph Platform.
• "PAGCOR" means the Philippine Amusement and Gaming Corporation, the regulatory authority that licenses kongph.
• "Platform" means the kongph website at kongph.net, including all sub-pages, mobile-optimized interfaces, and associated gaming services.
• "Restricted Territory" means any jurisdiction in which access to online gaming platforms is prohibited by applicable law.
• "Wager" means any bet, stake, or entry placed by a Player on any Game available through the Platform.
• "Withdrawal" means a request submitted by a Player to transfer funds from their kongph Account Balance to a designated Philippine payment channel.

To register an Account and use the kongph Platform, you must satisfy all of the following eligibility requirements at the time of registration and at all times thereafter:

• You must be at least 21 years of age. Under Philippine law and PAGCOR regulations, participation in casino-style gaming is restricted to individuals who are 21 years old or older. kongph enforces this requirement through identity verification procedures during and after registration.
• You must be a natural person. Corporate entities, automated systems, and bots may not register Accounts.
• You must not be accessing the Platform from a Restricted Territory where online gambling is prohibited by applicable law.
• You must not be a current employee, contractor, director, officer, or close family member of any such person employed by kongph or any of its affiliated gaming software providers.
• You must not be subject to a self-exclusion order or cooling-off period on the kongph Platform or under any PAGCOR-administered exclusion program.
• You must provide accurate, complete, and truthful information during registration, including your full legal name, date of birth, and a valid Philippine government-issued identification document for identity verification purposes.

Each Player may hold only one (1) Account on the kongph Platform. Creating duplicate or multiple Accounts is strictly prohibited and may result in permanent suspension of all associated Accounts and forfeiture of any Balance held therein.

By registering and maintaining an Account on the kongph Platform, you agree to the following obligations:

• You are solely responsible for maintaining the confidentiality of your Account login credentials, including your username, password, and any one-time passwords (OTPs) issued to your registered mobile number.
• You must not share your Account credentials with any third party, nor allow any other person to access or use your Account on your behalf.
• You must notify kongph immediately at [email protected] if you suspect any unauthorized access to or use of your Account.
• You are responsible for all activity occurring under your Account, including wagers placed and withdrawals requested, unless and until you have notified kongph of unauthorized access in accordance with the preceding paragraph.
• You must keep your registered contact details, including your GCash number, email address, and identification documents, up to date at all times. Outdated information may delay identity verification and withdrawal processing.
• You must cooperate fully with kongph's Know Your Customer (KYC) and Anti-Money Laundering (AML) compliance processes, including providing additional identity or source-of-funds documentation when requested.

kongph reserves the right to suspend or restrict any Account pending completion of KYC verification. Failure to complete verification within the timeframe specified in any KYC request notice may result in Account suspension and withholding of pending withdrawals pending regulatory review.

All financial transactions on the kongph Platform are conducted in Philippine Peso (PHP / ₱). kongph does not accept foreign currency deposits and does not perform currency conversion. The following payment channels are currently supported:

Deposits: The minimum single deposit amount is ₱100. Deposits are generally credited to your Account Balance in real time, subject to the processing times of the relevant payment channel. kongph does not charge deposit fees; however, your payment provider may impose its own transaction charges for which kongph accepts no responsibility.

Withdrawals: Withdrawal requests are subject to identity verification and may be held for review under kongph's AML compliance procedures. kongph does not charge withdrawal fees on standard transactions. Processing times vary by payment channel: GCash withdrawals typically complete within five (5) minutes of approval; bank transfers via InstaPay or PESONet typically complete within one (1) business day. kongph reserves the right to extend processing times for withdrawals requiring additional compliance review.

Withdrawal Restrictions: Funds deposited on the Platform must be wagered at least once before a withdrawal request will be accepted. Bonus funds are subject to additional wagering requirements as specified in the applicable promotion terms. kongph reserves the right to request source-of-funds documentation for any withdrawal exceeding amounts specified in its AML policy.

kongph may from time to time offer bonuses, free spins, cashback rewards, reload promotions, and other incentives to eligible Players. The following general terms apply to all kongph promotions unless stated otherwise in the specific promotion terms:

• All bonuses are subject to wagering requirements ("playthrough requirements") that must be fulfilled before bonus-derived winnings may be withdrawn. Specific wagering multipliers are stated in each promotion's individual terms.
• Bonuses are credited to a separate Bonus Balance and may only be used for wagering on Games designated as eligible for bonus play under the applicable promotion terms.
• Real-money deposits and Bonus Balance are used in sequence as specified in the applicable promotion. Withdrawal of a real-money deposit before satisfying any attached bonus wagering requirement may result in forfeiture of the bonus and any bonus-derived winnings.
• Each Player is entitled to claim each promotion only once unless explicitly stated otherwise. Attempting to claim the same promotion multiple times through duplicate Accounts constitutes a violation of these Terms.
• kongph reserves the right to modify, suspend, or withdraw any promotion at any time without prior notice. Any promotion modification will not affect bonus credits already validly claimed prior to the modification date.
• In the event of any dispute regarding the interpretation or application of promotion terms, kongph's decision shall be final and binding, subject to applicable PAGCOR dispute resolution procedures.

The following rules apply to all wagering activity conducted on the kongph Platform:

• All Games offered on the kongph Platform use certified random number generator (RNG) technology or live streaming infrastructure that has been independently tested and certified for fairness by accredited third-party testing laboratories.
• The return-to-player (RTP) percentages applicable to individual slot games are available within each game's information panel. Live dealer table game rules and house edges are governed by the rules of the respective game type (baccarat, blackjack, roulette, etc.).
• All wagers are final once confirmed. kongph does not accept requests to cancel or reverse a confirmed wager except in circumstances where a demonstrable technical error has affected the outcome of a Game.
• In the event of a technical malfunction, disconnection, or system error during a Game session, the outcome of any affected round shall be determined in accordance with the game provider's published error-handling policy. kongph will make reasonable efforts to notify affected Players and resolve disputes promptly.
• Minimum and maximum wager limits apply per game and per betting market. These limits are displayed within the relevant game interface and are subject to change without prior notice.
• Sports betting markets on kongph are settled in accordance with the official results declared by the governing body of the relevant sport or competition (e.g., PBA, NBA, UFC). kongph reserves the right to void markets in the event of match cancellation, abandonment, or other circumstances specified in the applicable sports betting rules.

Players are strictly prohibited from engaging in any of the following activities on the kongph Platform. Violation of any prohibition listed below may result in immediate Account suspension, forfeiture of Balance, and referral to relevant Philippine law enforcement authorities where applicable:

• Using any automated software, bot, script, spider, or other non-human means to interact with the Platform, place wagers, claim bonuses, or manipulate game outcomes.
• Colluding with other Players, kongph employees, or third parties to gain an unfair advantage in any Game, including chip dumping in poker or coordinated betting strategies designed to exploit promotional offers.
• Engaging in any form of fraudulent activity, including but not limited to the use of stolen payment credentials, unauthorized use of another person's Account, or submission of falsified identity documents.
• Exploiting software bugs, technical errors, or pricing errors in odds that are manifestly incorrect. Any winnings arising from exploitation of known errors are subject to forfeiture.
• Engaging in any activity that may constitute money laundering, terrorist financing, or any other financial crime under Philippine law, including the Anti-Money Laundering Act of 2001 (Republic Act No. 9160, as amended).
• Accessing the Platform using a virtual private network (VPN), proxy server, or any other means of IP obfuscation for the purpose of circumventing geographic restrictions or account verification requirements.
• Harassing, threatening, or abusing kongph staff, customer support representatives, or other Players through any communication channel associated with the Platform.

All content available on the kongph Platform, including but not limited to trademarks, logos, trade names, game interfaces, graphics, text, software, audio, video, and data compilations, is the exclusive property of kongph or its licensed content providers and is protected by applicable Philippine and international intellectual property laws.

You are granted a limited, non-exclusive, non-transferable, revocable license to access and use the Platform solely for your personal, non-commercial gaming entertainment. This license does not permit you to:

• Copy, reproduce, modify, distribute, publicly display, or create derivative works from any Platform content without the prior written consent of kongph.
• Reverse-engineer, decompile, or disassemble any software component of the Platform.
• Remove, alter, or obscure any copyright, trademark, or other proprietary notice appearing on the Platform.
• Use any kongph trademark, logo, or brand element in any manner that could cause confusion with or disparagement of the kongph brand.

Any unauthorized use of kongph intellectual property may result in immediate Account termination and may give rise to civil and criminal liability under Philippine law.

kongph collects, processes, and stores personal data from registered Players in accordance with the Philippine Data Privacy Act of 2012 (Republic Act No. 10173) and its implementing rules and regulations. The collection and use of your personal data is described in detail in the kongph Privacy Policy, which forms an integral part of these Terms.

By registering an Account, you consent to the collection and processing of your personal data as described in the Privacy Policy, including for the purposes of identity verification, AML compliance, responsible gaming administration, and service improvement. kongph will not sell your personal data to third parties for marketing purposes.

You have the right to access, correct, and in certain circumstances request the deletion of personal data held by kongph, subject to kongph's legal obligations to retain records under PAGCOR regulations and Philippine financial laws. Data access requests may be submitted to [email protected].

kongph is committed to promoting responsible gaming among all Filipino players on the Platform. The following responsible gaming tools are available to all registered Players and may be activated at any time through the Account settings dashboard:

• Deposit Limits: Players may set daily, weekly, or monthly deposit caps. Once set, limits take effect immediately and may only be increased after a mandatory 24-hour cooling period.
• Session Time Reminders: Players may configure time alerts that notify them of elapsed gaming session duration.
• Cooling-Off Periods: Players may request a temporary suspension of their Account for a defined period of between one (1) day and six (6) months.
• Self-Exclusion: Players who wish to permanently exclude themselves from the kongph Platform may submit a self-exclusion request. Self-exclusion takes effect within twenty-four (24) hours of the request and, once activated, cannot be reversed for a minimum of six (6) months.

To the fullest extent permitted by applicable Philippine law, kongph's aggregate liability to any Player arising from or in connection with the use of the Platform shall not exceed the total amount deposited by that Player in the twelve (12) months immediately preceding the event giving rise to the claim.

kongph shall not be liable for any indirect, incidental, special, consequential, or punitive damages arising from:

• Your inability to access or use the Platform due to scheduled or unscheduled maintenance, technical failure, or force majeure events.
• Loss of data, profits, revenue, or gaming opportunities resulting from system outages, internet connectivity issues, or device failures on the Player's side.
• Unauthorized access to your Account resulting from your own failure to maintain the security of your login credentials.
• Actions taken by PAGCOR or other regulatory authorities that affect the availability of the Platform or specific Game types.
• Changes to Philippine law or PAGCOR regulations that require modification or discontinuation of any Platform feature or Game.

The Platform is provided on an "as is" and "as available" basis. kongph makes no warranty, express or implied, regarding the uninterrupted, error-free, or virus-free operation of the Platform.

kongph reserves the right to suspend, restrict, or permanently terminate any Player Account, with or without prior notice, in any of the following circumstances:

• Breach of any provision of these Terms or any applicable game-specific or promotion-specific rules.
• Failure to complete KYC identity verification within the required timeframe.
• Suspected fraudulent activity, money laundering, or other financial crime as determined in kongph's reasonable judgment.
• Receipt of a chargebacks or payment dispute from a Player's payment provider.
• Instruction from PAGCOR or any other competent Philippine regulatory or law enforcement authority.
• Discovery that the Account holder does not meet the eligibility requirements set out in Section 3 of these Terms.

Upon termination of an Account, any verified real-money Balance remaining (net of any amounts subject to forfeiture under these Terms) will be returned to the Player via their registered Philippine payment channel within a reasonable period, subject to the completion of any outstanding compliance reviews. Bonus balances and bonus-derived winnings that have not met applicable wagering requirements will be forfeited upon Account termination.

A Player may request voluntary closure of their Account at any time by contacting kongph support at [email protected]. Voluntary closure requests are subject to a minimum processing period of five (5) business days to allow completion of any pending transactions and compliance reviews.

These Terms and all matters arising from your use of the kongph Platform are governed by and construed in accordance with the laws of the Republic of the Philippines, without regard to its conflict of law principles.

Any dispute, claim, or controversy arising out of or relating to these Terms or your use of the Platform shall be resolved as follows:

1. Internal Complaint: Players must first submit a written complaint to kongph via [email protected]. kongph will acknowledge the complaint within two (2) business days and endeavor to resolve it within fourteen (14) business days.
2. PAGCOR Escalation: If a complaint is not resolved to the Player's satisfaction through the internal process, the Player may escalate the matter to PAGCOR as the supervising regulatory authority for kongph's license.
3. Judicial Proceedings: Any dispute not resolved through the above processes shall be subject to the exclusive jurisdiction of the competent courts of Pasay City, Metro Manila, Philippines.

Nothing in this Section shall prevent kongph from seeking urgent injunctive or other equitable relief from any court of competent jurisdiction to protect its intellectual property rights or prevent irreparable harm.

kongph reserves the right to amend, update, or replace these Terms at any time. Where changes are material, kongph will endeavor to provide advance notice to registered Players via the email address associated with their Account or via a prominent notice on the Platform, no less than seven (7) calendar days prior to the effective date of the change.

Non-material clarifications, corrections of typographical errors, or changes required by law or PAGCOR regulation may take effect immediately upon posting. The "Effective Date" at the top of these Terms will always reflect the date of the most recent version.

Your continued use of the kongph Platform after the effective date of any amendment constitutes your acceptance of the revised Terms. If you do not agree to the amended Terms, you must stop using the Platform and may request Account closure in accordance with Section 13.

For any queries, complaints, or notices relating to these Terms or the kongph Platform, please contact our support team using the details below. All correspondence must be in English or Filipino and include your registered Account username and the nature of your inquiry.

These Terms constitute the entire agreement between you and kongph with respect to your use of the Platform and supersede all prior or contemporaneous communications and proposals, whether electronic, oral, or written, between you and kongph with respect to the Platform.
